New Castle County DPS Down Payment Assistance Program 2022 is a Delaware down payment assistance program for First Time Home Buyers to help with down payment and/or closing costs. The program will lend Delaware first time home buyers up to $10,000 that is recorded as a second mortgage loan against the property being purchased.  The New Castle County DPS Program loan is an 15-year loan at 0% interest but payments are deferred for the first two years.  In order to qualify for the program, you must use a Delaware approved mortgage company.  Call 302-703-0727 to apply for the program or to get more information or APPLY ONLINE.

New Castle Count Vacant Home Buyer Program VHAP

New Castle County Vacant Home Buyer Program VHAP II will be available for applications starting March 15, 2012. The program is called VHAPII for short an is an FHA approved Down Payment Assistance Program. The VHAP provides down payment and closing cost assistance for Delaware home buyers for up to $10,000 at a maximum of 6% of the purchase price. The money is provided in the form of a 2nd mortgage recorded against the property. The loan is at 0% interest and doesn’t have to be paid back until you sell the property, move out as primary residence, or refinance the property. You can apply for the loan with the preferred lender by calling 302-703-0727 or you can APPLY ONLINE.

The New Castle County VHAPII does not require you to be a first time home buyer, it only requires you to live in the property as your primary residence. The maximum purchase price of the home is $335,400 and the home must sell 1% below the appraised value. The home must have been vacant for 90 days preceding the date of the purchase contract. New Castle County requires that a home inspection and a visual lead inspection be performed on the property. No repairs are required by the county.

The New Castle County Vacant Home Program II does have income restrictions on who is eligible for the program. The annual household income must be at or below 120% of the median income. The chart below shows the maximum income per household size:

The VHAP II is only available on properties located in the following census tracts:
Census tracts: 103, 107, 139.02, 148.06, 148.08, 149.02, 149.03, 149.05, 152 and 163.03

You can check to see if a property is in the right census tract by going to the following website: http://www.ffiec.gov/  You must select geocode mapping and select 2010 for the year then you can input the property address you are interested in purchasing in New Castle County.

Each applicant for the VHAPII is required to complete 8 hours of HUD-approved homebuyer counseling.  You can register for a monthly class sponsored by The Neighborhood House at www.DelawareHomeBuyerSeminar.com  You must meet with a home counselor to complete the application which is not available till March 15, 2012.  Once the application is submitted to New Castle County, there is a minimum of 20 days to process the application.

There are two forms that are required to be signed before you can submit an application for the program and they should be included with the purchase contract when present the offer to the seller.  The two forms are Buyer Seller Affidavit and Seller Occupancy Certification.

New Castle County VHAP Program deadline January 31, 2012

The New Castle County Vacant Home Program called VHAP for short has run its course as a forgivable loan after 5 years. The county has set a deadline of January 31st for any application for the VHAP program which will give up to $10,000 for down payment and closing costs that is forgiven if you live in the home as your primary residence for 5 years. The County will be transitioning to a new Vacant Home Program called VHAP2 which will be a deferred loan instead of a forgivable grant. The new program is set to roll out on March 1, 2012, so there will be a gap in availability of this program from February 1, 2012, till March 1, 2012, when the new program is set to roll out. Details of the new program have not been released yet.

The deadline for receiving new VHAP 1 applications will be January 31, 2012. All current and new applications must be complete by this date in order to guarantee to fund by New Castle County.

Additionally, with the influx of loans we anticipate receiving before the deadline, effective immediately all new loans will now require a minimum 20 business days in processing time for New Castle County to process the file and have money ready for funding.

City of Wilmington Home Buyer Assistance Program HAP Delaware

City of Wilmington Home Buyer Assistance Program HAP

The City of Wilmington has a Homebuyer Assistance Program (HAP) that provides a deferred loan for up to $10,000 to qualified homebuyers to purchase homes in the City of Wilmington Delaware within the 19801, 19802, and 19805 zip codes. You can apply or get more information by calling 302-703-0727.  This is a Delaware down payment assistance program.  You can also APPLY ONLINE

Eligible properties are homes that are within the target zip codes that have been vacant for a period of at least 90 days and have not been redeveloped with NSP funds.  Applicants do not have to be first time home buyers but are required to complete 8 hours of homebuyer counseling.

Borrowers are free to use any first mortgage program but must get a fixed rate mortgage.  The household income must be equal to or below the limits for the program.  The purchase price cannot exceed HUD limits.  The property must be purchased at a 1% discount based upon appraised value.

The borrower must have a ratified sales contract in order to apply for the HAP.

    New Castle County Vacant Home Purchase Program commonly called VHAP rolled out November 2, 2011.  This is a Delaware down payment assistance program for specific zip codes in New Castle County, Delaware. You can apply for the program by calling 302-703-0727.

    The NCC Homeowner Vacant Home Purchase Program (VHAP) is a deferred loan for up to $10,000 for down payment assistance and/or closing costs that are secured against the property as second mortgage lien. The borrower must occupy the property as their primary residence. You DO NOT have to be a first time home buyer.

    The loan is for homebuyers that are purchasing homes in the following zip codes: 19701, 19702, 19709, 19720, 19802, and 19805. The loan is for 6% of the purchase price up to a maximum of $10,000. The interest rate is 0% and there are no monthly payments required. If you live in the property for 5 years as primary residence loan is forgiven and you owe nothing.

    The maximum sales price is $335,400 and all properties must be inspected by ASHI or NACHI certified home inspectors. All homes built before 1978 must also have a visual lead inspection done by a certified lead-based paint inspector but no repairs are required. You must buy the property at 1% below appraised value.

    The borrower complete 8 hours of home counseling with a New CastleCounty recognized HUD-approved housing counseling agency.

    New Castle County Down Payment Programs – Update May 10, 2010

    New Castle County in Delaware has two popular programs to help First Time Home Buyers purchase homes in Delaware. The first program is the New Castle County Down Payment Settlement Program (DPS). This will lend up to $5,000 toward closing costs and down payment. The program has been for anywhere in New Castle County but effect July 1, 2010, it will no longer be able to be used in the City limits of Wilmington.

    The Second Program from New Castle County is the Homebuyer Incentive Program (HIP), this program will lend up 3.5% of the purchase price up to $10,000 for a down payment in targeted neighborhoods only. The program has run out of money and not able to be used right now. The program will be funded on July 1, 2010, so there is a waiting list to get on for the funds currently.

    Delaware State Bond Loan for March 2010

    The Delaware State Bond Loan is supposed to help first time home buyers by providing them with a lower interest rate than the current market rate.  Problem is right now the current FHA rate is below the bond rate so you are better off getting an FHA loan without going thru the bond program. Until rates go back up, you will actually be paying more for the Delaware State Bond Loan then for a regular FHA loan.
